On September 30, 2026, the Ministry of Industry and Trade issued Circular No. 64/2026/TT-BCT regulating the planning and reporting of energy saving and efficiency plans; the application of energy management models and the implementation of energy audits.
Circular No. 64/2026/TT-BCT, issued based on the Law on Economical and Efficient Use of Energy and its implementing guidelines, specifies the following: compiling a list of key energy-consuming facilities; developing and reporting on the implementation of annual and five-year energy use plans; applying energy management models; and conducting energy audits.

The circular also stipulates the planning and reporting of energy usage for agencies and units using state budget funds with annual electricity consumption of 100,000 kWh or more.
Scope of application of Circular 64/2026/TT-BCT
According to the Circular, the subjects to which it applies include:
- Key energy-consuming facilities.
- Agencies and units that use state budget funds or a portion of state budget funds.
- Energy auditing organization.
- Agencies, organizations, and individuals involved in energy conservation and efficiency activities.
This circular does not apply to agencies and units operating in the fields of national defense and security. For units that both perform state management functions and buy, sell, and distribute energy, the regulations do not apply to the energy volume bought, sold, distributed, and consumed by the unit within the scope of exclusions specified.
Regulations on energy usage planning and reporting.
According to the Circular, the reporting and compilation of annual energy usage data, the development of annual plans, and the reporting of the implementation of annual plans on energy saving and efficiency of facilities are carried out on the national energy usage database system at the address: http://dataenergy.vn

The circular specifies the implementation timelines for energy management agencies and energy users:
- Before June 15th of each year: Provincial People’s Committees compile a list and report on key energy-consuming facilities in their respective areas.
- Before April 30th each year: Entities subject to regulations must develop a plan for energy saving and efficiency for the current year, and report on the results of implementing the plan from the previous year.
The provincial People’s Committee is responsible for guiding, receiving, urging, inspecting, and supervising the planning and reporting of key energy-consuming facilities; and for compiling, approving, and issuing the list of key energy-consuming facilities as prescribed.
For the five-year plan, key energy-consuming facilities must develop a plan in the final year of the five-year planning cycle and report on the implementation of the immediately preceding five-year plan. In case of significant changes in operating methods, power sources, power generation output, or operating conditions, the facility must adjust the plan and report as required.
Key energy-consuming facilities must adopt an energy management model.
Circular No. 64/2026/TT-BCT stipulates that key energy-consuming facilities must apply an energy management model to implement measures for energy saving and efficiency. This model includes publishing objectives and policies on energy saving and efficiency; developing annual and five-year plans; appointing an energy manager; organizing energy consumption measurement and monitoring; and creating records to track the facility’s energy usage.

Key energy-consuming facilities must adopt energy management models as stipulated in the Circular.
In addition, the facility must implement appropriate management and operational solutions and select suitable technologies; and periodically organize training for employees on energy saving and efficient energy use.
Regarding energy audits, the Circular stipulates that key energy-consuming facilities must conduct energy audits every three years and submit energy audit reports as required. The report must include survey and measurement data, the current state of energy use, energy efficiency analysis, energy effectiveness assessment, and proposed energy saving solutions for the facility to choose from and implement.

Appendix III, issued with the Circular, stipulates the procedures for conducting energy audits, including the following steps: audit planning; survey and data collection; on-site measurement and evaluation; analysis; identification and evaluation of energy saving solutions; and preparation of the audit report. The survey and measurement content includes the main energy-consuming systems and equipment, as well as auxiliary systems at the facility.
Circular No. 64/2026/TT-BCT takes effect from November 20, 2026 and replaces Circular No. 25/2020/TT-BCT dated September 29, 2020 of the Ministry of Industry and Trade regulating the planning and reporting of energy saving and efficiency plans; and the implementation of energy audits.
