Vets | Energy is tasked to organize Energy management training courses by the Ministry of Industry and Trade (Vietnam) under Law No. 50/2010/QH12 – Law on Law on Energy Efficiency and Conservation Use of Energy.

According to Law No. 50/2010/QH12 on Economical and Efficient Energy Use and Law No. 77/2025/QH15 amending and supplementing certain articles of the Law on Economical and Efficient Energy Use , the appointment of an Energy Manager is a mandatory requirement for all key energy-consuming facilities.

To support businesses in complying with legal regulations and equip their operations engineers with practical work skills, VETS | EnE is organizing an Energy Manager Training Course in July 2026, based on the standards set by the Ministry of Industry and Trade.

Who is an energy manager?

An energy manager is a personnel responsible for energy management at a facility, with the task of advising, organizing, and monitoring energy use. This position serves as the central point of contact in developing plans, monitoring consumption, implementing energy saving measures, and carrying out related tasks as prescribed.

The energy manager is responsible for managing energy consumption at the facility.

For key energy-consuming facilities, organizing energy management and assigning personnel with the necessary expertise is a crucial aspect of energy conservation and efficiency.

Energy Manager Certificate

Upon completion of the training program, trainees will be assessed on their competence according to regulations. For trainees who fully meet the requirements, the training institution will prepare the application for an energy management certificate.

According to Circular No. 53/2025/TT-BCT, the competent authority shall consider and decide on granting energy management certificates to trainees who meet the requirements as prescribed.

Energy management certificates are valid for 5 years from the date of issuance. Before the certificate expires, individuals wishing to renew it must participate in and complete a refresher course to update their knowledge of energy management as prescribed. If the certificate has already expired, the individual must retake the training program according to current regulations.

The role of an Energy Manager in a business.

The energy manager is the focal point for organizing and coordinating energy management activities at the facility. Key responsibilities include:

  • Develop annual and five-year plans for energy conservation and efficiency;
  • Establish an energy management network and implement an energy management model at the facility level;
  • Monitor the energy consumption of equipment and production lines;
  • Propose, implement, and monitor measures for energy conservation and efficiency;
  • Review and evaluate the results of implementing the solutions;
  • Monitor fluctuations in energy demand when installing new equipment, renovating, or repairing existing equipment;
  • Comply with reporting requirements and related regulations;
  • Organize campaigns, training, and awareness-raising programs on energy conservation and efficiency within businesses.

To effectively perform these tasks, the Energy Manager needs knowledge of energy-consuming systems and equipment, the ability to collect and analyze data, plan, organize implementation, and monitor and evaluate results.

For facilities that are major energy users in agricultural production and transportation, trainees must have a diploma from a relevant technical college or higher.

Energy Manager Training Program

The content of the VETS | EnE Energy Manager training program closely follows the provisions of Circular 53/2025/TT-BCT :

1. Legal knowledge regarding the efficient and effective use of energy.

Trainees will be updated on the legal regulations related to energy conservation and efficiency; the responsibilities of key energy-consuming facilities; the responsibilities of energy manager; and the requirements for energy planning, reporting, auditing, and management.

2. Energy-saving technologies, equipment, and solutions

Equip yourself with knowledge about performance and energy-saving solutions for common energy-consuming systems in businesses.

Topics may include:

  • Electrical systems and electric motors;
  • Pump and fan system;
  • Compressed air system;
  • Air conditioning system;
  • Industrial refrigeration systems;
  • Steam and heating systems;
  • Energy-saving equipment and technologies;
  • Solutions to improve operational efficiency.

The intensive training program is closely aligned with current regulations and job requirements.

3. Methods for building and operating an energy management system

Trainees are guided on methods for organizing an energy management system in enterprises, identifying the roles and responsibilities of departments, setting goals, and organizing the monitoring of energy efficiency.

This content lays the foundation for businesses to gradually develop a systematic energy management approach, rather than addressing individual devices or consumption areas separately.

4. Process for developing, implementing, and monitoring energy use plans.

The course provides the following methods:

  • Assess the current state of energy use;
  • Define goals and targets;
  • Develop an energy usage plan;
  • Identify and select energy-saving solutions;
  • Monitor the progress of implementation;
  • Evaluate the results and effectiveness of implementation.

5. Managing and operating the system for measuring, collecting, and analyzing data.

Trainees are equipped with knowledge about managing and operating metering systems; collecting, compiling, and analyzing energy consumption data.

The trainees discussed and exchanged professional knowledge to solve the group assignment.

Through this, energy manager can monitor consumption trends, identify areas with high or unusual energy usage, and provide data for management, evaluation, and decision-making.

6. Reporting methods and coordination mechanisms with regulatory agencies

Trainees are guided on methods for synthesizing information, preparing reports, and implementing tasks related to energy management as required; they also learn the mechanisms for coordinating with state management agencies and relevant departments within the enterprise.
