What Is a Greenhouse Gas Inventory?

According to Decree No. 06/2022/ND-CP of the Government of Vietnam on greenhouse gas emission reduction and ozone layer protection:

A Greenhouse Gas (GHG) Inventory is the process of collecting information and data on greenhouse gas emission sources, and quantifying GHG emissions and removals within a defined boundary over a specified period, typically one year.

The results of a GHG inventory provide a foundation for enterprises to prepare greenhouse gas emissions reports, comply with regulatory requirements, and meet the expectations of customers and supply chain partners.

Furthermore, GHG inventories serve as an essential basis for developing emission reduction strategies and achieving corporate sustainability objectives.

Why Is a Greenhouse Gas Inventory Necessary?

1. Legal and Regulatory Requirements

In Vietnam, greenhouse gas inventory activities are governed by several legal documents, including:

  • Law No. 72/2020/QH14: The Law on Environmental Protection, dated November 17, 2020.
  • Decree No. 06/2022/ND-CP: Issued on January 7, 2022, regulating greenhouse gas emission reduction and ozone layer protection.
  • Decision No. 42/2026/QD-TTg: Issued by the Prime Minister on August 10, 2026, promulgating the updated list of sectors and facilities required to conduct greenhouse gas inventories.
  • Circular No. 96/2020/TT-BTC: Effective from February 1, 2021, providing guidance on information disclosure in the securities market, including greenhouse gas emissions reporting in annual reports of public companies.

Sectors Required to Conduct Greenhouse Gas Inventories

According to Decision No. 42/2026/QD-TTg, effective from September 25, 2026, the Prime Minister of Vietnam issued an updated list of greenhouse gas-emitting sectors and facilities subject to mandatory GHG inventory requirements.

The regulation identifies six major sectors required to conduct greenhouse gas inventories.
