
On June 30, 2026, VETS | EnE successfully partnered with the Quang Ninh Department of Industry and Trade to organize the 2026 Conference on Disseminating the Legal Framework on Energy Efficiency and Conservation. The event brought together representatives from 171 designated key energy-consuming facilities across the province, achieving 100% participation among facilities subject to provincial energy management regulations.
The conference was honored by the attendance of Ms. Nguyen Hoai Thuong, Deputy Director of the Quang Ninh Department of Industry and Trade; Mr. Dao Duy Linh, Head of the Energy Management Division; together with officials from the Department’s Energy Management Division. Their presence reflected the Department’s strong commitment to promoting energy efficiency and conservation while reaffirming the importance of legal awareness and compliance in enhancing the responsibility of designated key energy users throughout the province.
Rising Electricity Demand Puts Greater Pressure on Quang Ninh’s Power Supply
According to the provincial power sector, electricity demand in Quang Ninh is expected to continue rising significantly in 2026, placing considerable pressure on maintaining a stable electricity supply, particularly during prolonged periods of extreme summer heat. Peak electricity demand this summer is forecast to reach approximately 1,400 MW.
On May 26, the province recorded a new peak demand of 1,280 MW, representing 126.3% of the demand recorded in May 2025 and 108% of the province’s highest peak load throughout 2025. In addition to weather-related demand, Quang Ninh is expected to add approximately 210 MW of new electricity load from industrial parks and urban developments beginning in September 2026. Without proactive energy management and demand-side measures, localized capacity shortages during peak hours may become increasingly likely.
Against this backdrop, the conference attracted representatives from all 171 designated key energy-consuming facilities under the province’s management.

To strengthen legal compliance and support Vietnam’s green growth agenda, VETS | EnE’s experts conducted comprehensive training sessions covering key regulatory requirements and practical implementation.
Opening the technical program, Assoc. Prof. Dr. Duong Trung Kien, Chief Executive Officer of VETS | EnE, provided participants with the latest updates on Vietnam’s legal framework governing energy efficiency and conservation. He also explained the mandatory obligations applicable to designated key energy-consuming facilities and guided enterprises through the procedures required to ensure full compliance with current regulations.

The program continued with a practical session on digital energy management through the DataEnergy.vn National Energy Reporting System, led by Mr. Nguyen Trong Hau, Head of the Solutions Consulting Department at VETS | EnE. As digital reporting has become a mandatory requirement under the Ministry of Industry and Trade, Mr. Hau provided hands-on guidance on using the DataEnergy.vn platform. He also shared practical technical solutions and industry best practices to help enterprises optimize production costs and improve equipment energy performance.

Addressing Practical Challenges and Driving Action
An important part of the conference was the interactive discussion session between enterprises and VETS | EnE experts. Representatives from key energy-consuming facilities openly shared practical challenges related to production operations, energy-saving technologies, and the preparation of mandatory reports through the DataEnergy.vn platform. The experts addressed participants’ questions with detailed explanations and practical recommendations, helping enterprises confidently implement the required measures at their facilities.

To further reduce pressure on the provincial power system, the Quang Ninh Department of Industry and Trade called on enterprises to take concrete actions following the conference. Facilities were encouraged to establish comprehensive energy management systems, appoint qualified energy managers, and conduct periodic energy audits in accordance with legal requirements. The Department also emphasized the importance of adopting the advanced technical solutions introduced by VETS | EnE experts while ensuring timely, accurate, and complete reporting through the DataEnergy.vn National Energy Reporting System.
