On June 25–26, 2026 in Ho Chi Minh City and June 29–30, 2026 in Hanoi, VETS | EnE co-organized and led a series of training programs entitled “Capacity Building on the Facility-Level Greenhouse Gas (GHG) Reporting System and GHG Emission Reduction for the Thermal Power, Cement, and Iron & Steel Sectors.” The training series concluded successfully, delivering practical knowledge and technical value to support enterprises in their decarbonization journey and environmental sustainability initiatives.

Program Background and Objectives
The training series was organized under the Support for Implementation and Monitoring of Nationally Determined Contributions (SIM-NDC) Project, funded by the Japan International Cooperation Agency (JICA).
The primary objective was to provide timely updates on the latest regulations concerning greenhouse gas emission reduction, as well as policy directions for the development of Vietnam’s carbon market. The program also aimed to strengthen the technical capacity of government agencies, organizations, and enterprises by providing in-depth guidance on GHG inventory reporting for three key industrial sectors: iron & steel, cement, and thermal power.

VETS | EnE Demonstrates Technical Expertise and a Leading Role
As the organization responsible for developing the Facility-Level GHG Inventory System – now upgraded into the National Greenhouse Gas Management System. VETS | EnE played a comprehensive role throughout the training series. In addition to serving as the technical developer of the national system, the organization also participated as a keynote speaker and lead trainer, providing both policy insights and hands-on technical instruction.

During the training sessions, VETS | EnE was responsible for delivering the core technical content and supporting participating organizations in the practical application of the management system through the following key activities:
- Conducting hands-on GHG inventory exercises using the software platform.
- Guiding participants through the process of preparing and submitting GHG inventory reports in compliance with national regulations.
- Demonstrating pilot methodologies for calculating and allocating emission allowances at the facility level.

With close guidance from VETS | EnE’s technical experts, participants were able to quickly master the system, address technical challenges, and effectively synchronize their data with the National GHG Management System.
Strengthening Institutional Capacity for a Low-Carbon and Sustainable Future
The successful completion of the training series has significantly enhanced the technical capabilities of government agencies and enterprises across the thermal power, cement, and iron & steel industries.
More importantly, it has equipped participating organizations with the knowledge and practical skills needed to effectively manage emission data, comply with emerging regulatory requirements, and proactively prepare for the upcoming implementation of the national emission allowance allocation mechanism.
The program represents another important milestone in supporting Vietnam’s transition toward a low-carbon economy while promoting sustainable industrial development.
