On September 8, 2026, VETS | EnE attended the implementation meeting for the task “Supporting greenhouse gas inventory and proposing measures to mitigate greenhouse gas emissions for Quang Ninh province,” organized by the Department of Agriculture and Environment of Quang Ninh City.
Context and objectives of the meeting
This is an important activity within the framework of the CBIT Project – Enhancing data management and reporting capacity in accordance with the requirements of the Enhanced Transparency Framework of the Paris Agreement on climate change. The project focuses on supporting the 2025 greenhouse gas inventory for Quang Ninh province, while also improving data management capacity, standardizing inventory methods, and proposing solutions to mitigate greenhouse gas emissions for the period 2027-2030 in each sector.

Representatives from departments, agencies, and businesses attended the meeting.
As the implementing unit, VETS | EnE will directly coordinate with the Department of Agriculture and Environment of Quang Ninh province to work with relevant departments and agencies to agree on the plan, methods, and roadmap for conducting a greenhouse gas inventory for the locality.
Identifying directions for developing emission reduction plans throughout the province.
Sharing local practices, Ms. Nguyen Thi Thu Thuy, Deputy Head of the Environmental Protection Sub-Department (Department of Agriculture and Environment of Quang Ninh City), said: Previously, the city had conducted an inventory for the period 2018-2020, but the actual implementation in the area still faced many difficulties and limitations. Coordinating with the Climate Change Department is a pivotal step for the locality to standardize methods and build a systematic data system for subsequent phases.

Ms. Nguyen Thi Thu Thuy, Deputy Head of the Environmental Protection Agency, provided information on regulations for greenhouse gas inventory.
Key technical support initiatives were discussed and agreed upon for implementation, aiming at two core objectives:
- Enhancing the capacity of local government agencies in collecting, processing, and managing greenhouse gas emission data.
- Propose appropriate emission mitigation solutions for the period 2027–2030, tailored to each specific sector.
During the working session, VETS | EnE experts shared their professional capabilities, practical experience, and implementation plan for the greenhouse gas inventory in Quang Ninh. With their in-depth expertise in the energy and environment sectors, VETS | EnE focused on data collection tailored to specific sectors, supporting data review and standardization, and compiling, calculating, and constructing inventory reports as required. This forms the basis for the expert team to continue collaborating and proposing feasible emission mitigation solutions suitable to the specific conditions of each sector during the 2027-2030 period.

The simultaneous involvement of state management agencies, businesses, and technical consulting units demonstrates Quang Ninh’s determination to standardize greenhouse gas inventory, laying a solid foundation for the province to effectively implement its long-term climate change commitments.

Ms. Chu Thi Thanh Huong, from the Greenhouse Gas Emission Management and Ozone Layer Protection Department, Climate Change Agency, delivered a speech on behalf of the agency.
