Workshop on developing a roadmap for mitigating greenhouse gas emissions at the industrial park level towards eco-industrial parks

On the afternoon of October 2nd, 2026, VETS | EnE, in collaboration with the Hai Phong Economic Zone Management Board and the United Nations Industrial Parks Development Project in Vietnam (UNIDO), organized the “Workshop on Building a Roadmap for Greenhouse Gas Emission Reduction at the Industrial Park Level, Towards Eco-Industrial Parks” at the Hai Phong Economic Zone Management Board Hall.

The workshop focused on exchanging international experiences, emission reduction goals and solutions, and consulting on the contents of the greenhouse gas emission reduction roadmap at the industrial park level to ensure its suitability to practical conditions and the development orientation of eco-industrial parks in Hai Phong, with the Nam Cau Kien Industrial Park as a pilot model.

Overview of the workshop

At the working session, a representative from the Hai Phong Economic Zone Management Board delivered the opening remarks, affirming the importance of developing emission reduction roadmaps tailored to the specific conditions of each industrial zone, thereby gradually promoting the transformation of development models towards ecological and sustainable practices.

Proposed pilot model at Nam Cau Kien Industrial Park

At the workshop, Mr. Nguyen Tuan Anh – VETS | EnE expert – presented a proposed roadmap for mitigating greenhouse gas emissions at the industrial park level and a pilot model for the Nam Cau Kien Industrial Park.

The results of the field survey at 11 units in the Nam Cau Kien Industrial Park served as the basis for VETS | EnE to identify key emission sources and propose appropriate emission reduction solutions. The roadmap development process was implemented in the following steps: greenhouse gas inventory – identification of key emission sources – synthesis of emission reduction solutions – development of scenarios and roadmap for the period 2026–2040.

Mr. Nguyen Tuan Anh – VETS | EnE expert – proposed a roadmap for mitigating greenhouse gas emissions, with a pilot model for the Nam Cau Kien Industrial Park.

Based on that, a roadmap for mitigating greenhouse gas emissions is proposed using a step-by-step approach, prioritizing reductions in grid electricity consumption, then expanding to fuel and waste, in accordance with actual conditions and the coordinating role of the Industrial Park Management Board.

On the part of the consulting firm VETS | EnE, after research and calculations, experts proposed two scenarios for mitigating greenhouse gas emissions. Scenario 1 reflects the quantified emission reduction potential within the scope of the units participating in the project. Scenario 2 expands to include solutions that can be implemented at the industrial park level, and serves as a basis for the Industrial Park Management Board to orient its roadmap.

After reviewing the actual situation of the industrial park and consulting with relevant parties, the consultants selected Scenario 2 for the pilot implementation of eco-industrial park transformation at Nam Cau Kien Industrial Park. Compared to Scenario 1, which focused only on quantified solutions from the 11 evaluated units, Scenario 2 expands the scope of implementation to the entire industrial park, with rooftop solar power identified as the key solution combined with energy-saving solutions at the enterprise level.

From on-site solutions to industrial park solutions

Based on assessments of 11 businesses, mitigation solutions were identified according to their potential and practical implementation conditions. Some key solutions include installing rooftop solar power, establishing an energy management system according to ISO 50001, optimizing compressed air systems, improving lighting systems, and replacing equipment with more efficient ones.

At the industrial park level, proposed solutions focus on increasing the use of renewable energy, building databases on material, energy, water, and waste flows; promoting heat sharing and resource exchange among businesses; developing shared logistics models; and increasing green spaces.

In particular, the solution of installing rooftop solar power in the industrial park is assessed to have significant emission reduction potential, approximately 42,766.2 tCO₂e/year according to the proposed results. Other solutions will continue to be identified and quantified based on the actual data of the industrial park.

Promoting transformation towards eco-industrial parks.

In addition to the content presented by VETS | EnE, UNIDO experts and IMDS Vietnam representatives shared further international experiences on developing greenhouse gas mitigation roadmaps for industrial parks and eco-industrial park solutions that contribute to reducing greenhouse gas emissions.

Ms. Nguyen Tram Anh – National Project Manager of UNIDO – shared international experiences on developing greenhouse gas emission reduction roadmaps for industrial zones.

Ms. Nguyen Thi Kim Lien – Representative of IMDS Vietnam – shared insights on symbiotic industrial park solutions to reduce greenhouse gas emissions and provided guidance for eco-industrial parks.

Specifically, sharing about the development orientation of the Nam Cau Kien Industrial Park’s eco-industrial zone, Ms. Bui Thi Loan – Deputy General Director of Shinec Joint Stock Company – shared that the company has met over 60% of the global eco-industrial zone criteria. Through support from the “Global Eco-Industrial Zone Program (GEIPP)” project and the implementation of the greenhouse gas emission reduction roadmap at the industrial zone level in the near future, Shinec aims to raise the compliance level to 80-90%.

Ms. Bui Thi Loan – Deputy General Director of Shinec Joint Stock Company – shared insights on the development orientation of the Nam Cau Kien ecological industrial park and the challenges and advantages of applying the Greenhouse Gas Emission Reduction Roadmap.

Besides the achievements, Shinec also shared some difficulties in the implementation process and proposed increased technical support from the Hai Phong Economic Zone Management Board, the United Nations Industrial Parks Development Project in Vietnam (UNIDO), and the active participation of secondary enterprises in the Nam Cau Kien Industrial Park to accelerate implementation progress, promote the application of emission reduction measures, and gradually realize the eco-industrial park model according to the proposed roadmap.

During the discussion, businesses also expressed interest in adopting a roadmap for reducing greenhouse gas emissions and offered suggestions, proposals, and consultations on the feasibility of the roadmap when implemented widely and comprehensively in the future.

Through this series of workshops, stakeholders have more opportunities to exchange knowledge, experience, and methods for conducting inventories and reducing greenhouse gas emissions. This also serves as a basis for strengthening the capacity of businesses and industrial parks in fulfilling environmental requirements, gradually building a roadmap for emission reduction, and promoting the development of eco-industrial parks in Hai Phong city, especially applicable to the Nam Cau Kien Industrial Park in the near future.
