On April 13, the Ministry of Industry and Trade issued Decision No. 824/QĐ-BCT on the Ministry’s Action Plan to implement Directive No. 09/CT-TTg dated March 19, 2026 of the Prime Minister on strengthening energy conservation, promoting energy transition, and developing electric transportation.
The Action Plan clearly defines key contents and tasks to concretize and fully implement the viewpoints, objectives, orientations, tasks, and solutions outlined in Directive No. 09/CT-TTg, in line with the functions, responsibilities, and practical conditions of the Ministry of Industry and Trade.
The Plan sets out the following targets to be achieved by 2030:
- Reducing energy intensity per unit of GDP by 1–1.5% annually.
- Strive to achieve a minimum annual electricity savings rate of 3% for key energy-consuming facilities.
- Reduce total system power losses to 5.8%.
- Ensure that 100% of key facilities conduct energy audits and implement energy management systems.
- At least 50% of public transport vehicles in cities to be converted to electric vehicles.
- Oil refineries to meet 70% of domestic demand and maintain petroleum reserves in accordance with regulations.
This Decision takes effect from the date of signing.
