WORKSHOP: CONSULTATION OF MANAGEMENT PROCEDURES FOR THE DEPARTMENT OF INDUSTRY AND TRADE TO CHECK COMPLIANCE WITH REPORT ON CIRCULAR 09/2012/TT-BCT

The Vietnam – Denmark Energy Partnership Program (DEPP) sponsor by the Danish Government and the Ministry of Industry and Trade to implement the period 2017-2020.

After the workshop: “Proposal to improve the Energy reporting of Circular 09/2012/TT-BCT” in October 2018 successfully. Vietnam Technology Solutions Joint Stock Company (VETS) organize the workshop: “Consult management processes for the Department of Industry and Trade to check compliance with reports according to Circular 09/2012/TT- BCT” in Hai Phong (July 2 – July 3) and Can Tho (July 4)”.

The workshop has nearly 200 delegates including representatives from the Embassy of Denmark, the Ministry of Industry and Trade (MOIT), the Department of Industry and Trade (DIOT) and Key Energy Users. It aims to implement activities to support MOIT and DOIT development management processes, enhance enforcement and effective control of energy reports of the enterprises.

Mr. Trinh Quoc Vu – Deputy Director of the Department of Energy Efficiency and Sustainable Development – Ministry of Industry and Trade affirmed the important role of the DOIT in connecting and guiding and managing key energy users on Circular 09/2012/TT-BCT.

Next, Ms. Jette Ellegard Vejen – National Coordinator of cooperation program of the Danish Department of Energy introduced the project in component 3 (DE3): Low Carbon Development through reviewing and improving the legal framework, strengthening law enforcement, and saving energy in the industry, which is coordinated by EESD collaboration with the Danish Department of Energy.

The representative of the international consultant Mr. Peter Kristensen presented the draft procedures in component DE3 for DOIT in checking compliance with reports under Circular 09/2012/TT-BCT.

Representative of domestic consultant Mr. Nguyen Dat Minh presented the proposed amendment of Circular 09/2012/TT-BCT.

The workshop discussed with the consulting unit and MOIT to find solutions to overcome difficulties and inadequacies in the management of DOIT and implementation of the Enterprises.

MOIT noted the comments of the delegates and the recommendations of the consulting firms. The comments of the workshop will be the basis for MOIT to consider and promulgating Circular 09 towards the goal of energy efficiency and conservation.
