The Ministry of Industry and Trade (MOIT) chaired a workshop “assessment of possible expanding the scope of the LEEC” on January 8, 2019, in Hanoi. Attending the workshop were representatives MOIT, the Danish Energy Agency (DEA), the domestic consulting firm (Vietnam Technology Solutions Joint Stock Company – VETS), the international consulting firm (Viegand Maagøe), representatives of the Department of Industry and Trade.
Mr. Trinh Quoc Vu – Deputy Director of the Department of Energy Efficiency and Sustainable Development delivered the opening speech of the Workshop. He shared the project is a part important project under Component 3 of the Development Engagement (DE3) to assess the possibility of expanding the scope adjustment of Decree 21 /2011/ND-CP promulgated by the Government on March 29, 2011, Detailing the Law on Energy Efficiency and conservation and Measures for its Implementation.
The project content includes 2 main tasks: (i) Task 1: a survey on the energy consumption situation of enterprises in the industrial sector; and (ii) Task 2: assess the socio-economic impacts of adding more industrial enterprises to the group of key energy users when reducing the annual quota of energy consumption in the scope adjustment of Decree 21/2011/ND-CP of the Government.
Mr. Trinh Quoc Vu expressed his wish that the delegates would share useful information, as well as have comments on the proposals and recommendations of the consultant aims to create a basis to consider the scope adjustment of Decree 21/2011/ND-CP in the coming time.
In the workshop, VETS and Viegand Maagøe reported the results of the survey on the energy consumption of enterprises in the industrial sector, report on the assessment of the current status and impacts of the expansion of the scope adjustment of Decree no. 21/2011/ND-CP.
From the survey and evaluation results, the management and construction of a list of key energy users are still limited, the compliance rate of enterprises with the Law on energy efficiency and conservation still low.
At the workshop, a number of contents were mentioned such as the effects of expanding the scope adjustment of Decree no. 21 on enterprises and facilities, the level of identifying suitable facilities…Delegates participated enthusiastically and actively contributed ideas. The opinions at the workshop will be absorbed by VETS and Viegand Maagøe added to the proposal to adjust the scope of Decree no. 21 in the near future.
