The latest decision updates the list of 2,441 greenhouse gas-emitting facilities required to conduct greenhouse gas (GHG) inventories. This provides a basis for regulated businesses to proactively review their data, prepare the necessary resources, and carry out GHG inventories in compliance with applicable regulations.
2,441 Facilities Required to Conduct Greenhouse Gas Inventories
On August 11, 2026, Deputy Prime Minister Hồ Quốc Dũng signed Decision No. 42/2026/QĐ-TTg, promulgating the updated 2026 List of sectors and facilities required to conduct greenhouse gas (GHG) inventories.
Under the updated list, 2,441 facilities are subject to facility-level greenhouse gas inventory requirements.
The list covers six main sectors:
- Energy
- Transport
- Construction
- Industrial Sectors
- Agriculture, Forestry and Land Use
- Waste
06 Sectors Required to Conduct Greenhouse Gas Inventories
Of these, 1,916 establishments belong to the Industry and Trade sector , accounting for the largest proportion of the total number of updated establishments. The Construction sector has 464 establishments , including 53 in the transportation sector and 411 in the construction sector. The Agriculture and Environment sector has 61 establishments .

2441 facilities are subject to greenhouse gas inventory.
Decision 42/2026/QD-TTg will take effect from September 25, 2026 , and will replace the list issued in the previous Decision No. 13/2024/QD-TTg .
The updated list shows that the scope of facilities required to conduct greenhouse gas inventories continues to be reviewed and adjusted according to actual emissions, providing a basis for managing and controlling greenhouse gas emissions at the facility level.

Greenhouse gas inventory: What do businesses need to do?
According to current regulations, facilities on the list must conduct a greenhouse gas inventory at the facility level and prepare a greenhouse gas inventory report in accordance with the guidelines of the competent state management agency.
The inventory was conducted in accordance with the regulations in Decree 06/2022/ND-CP and its amendments and supplements, including Decree 119/2025/ND-CP and Decree 83/2026/ND-CP .
To conduct an inventory, businesses need to prepare a relatively complete data system, including information related to production activities, fuel use, energy consumption, and related emission sources.
This process can be summarized in four main steps (according to the EPA, the US Environmental Protection Agency) :
- Step 1: Define the boundaries
- Step 2: Collect operational data
- Step 3: Calculate emissions
- Step 4: Prepare and publish the report.
Therefore, greenhouse gas inventories not only require businesses to have data, but also demand that the data be accurate, reliable, complete , consistent, and traceable when needed.
