Assoc. Prof. Dr. Pham Hoang Luong

Assoc. Prof. Dr. Pham Hoang Luong is a senior expert in energy and thermal systems, with nearly 40 years of experience in teaching, scientific research, policy development, and technical consulting in the energy sector in Vietnam and across Asia. He has served as a senior advisor to numerous Vietnamese Government bodies, including the Ministry of Industry and Trade (MOIT), Ministry of Science and Technology (MOST), Central Energy Council (CEC), and the National Assembly, and has led and participated in many large-scale projects funded by international organizations and partners such as the World Bank (WB), Asian Development Bank (ADB), GIZ, UNDP, DANIDA, SIDA, NEDO, KIER, and others.

In addition to his advisory and research roles, he is a lecturer, keynote speaker, and moderator at many national and international forums on energy efficiency, energy transition, renewable energy, hydrogen, and related topics. He is the author of more than 50 scientific publications in reputable journals and conference proceedings. With strong academic standing, extensive management experience, and deep policy advisory expertise, Assoc. Prof. Dr. Pham Hoang Luong is widely recognized as a leading expert, playing a pivotal role in numerous large-scale energy programs and projects in Vietnam.
